For example, in case 10, governments initially tried to avoid suspending funding, but the Commission (under EP pressure) insisted on its proposal, and governments (under national parliament pressure), sided with their parliaments rather than backsliding governments.

I then used news reports to identify the decisions that backsliding governments opposed the most over the last decade, and I analyzed in case studies why they succeeded or failed.
