He's a "senior status" judge, meaning he's effectively retired and his spot has already been filled. Senior judges can still participate in some administrative duties, but they don't normally get assigned cases.

Goals are only half of the equation. The other half is effectiveness. Most Dems have completely failed on the effectiveness part, which is where the old/inexperienced criticisms come from.

It doesn't matter how great your goals are if you suck at executing them.
