My understanding is basically that
1) translated editions are published by a different publisher, the publisher owns the copyright on the cover art
2) publishers aim at the market they are selling to, which might have different preferences in different places (or even by edition, like paperback)

To be fair - those aren't the same tech, either, even if they're both just a bundle of math under the hood. They've just been branded the same.

I also loved Piranesi! I first read it in 2022, the sense of isolation and the uncertainty of time hit really hard (after two very isolated years) and left me feeling unsettled for days after finishing it. It felt like I was carrying the setting with me for a while, it was very surreal.
