It means that we say things like “it should be this way”. For example in the legal realm, people SHOULD drive the speed limit but they don’t so we use laws to push as many of them to as possible. In the politics, laws can’t push people to do what we want them to because we live in a democracy.

No disagreement here but sadly we live in a society run via democracy (for now) and stupid people get just as much of a vote and in a free country. So unless you think you can over power them and take over as an authoritarian leader, we have to figure out ways to meet them on their level.
