After a lot of time and troubleshooting I got this york roof top economizer working. Needed 2 new controls and firmware update. Also some settings changed around. But we have progress!

Found a low voltage short on an amarican standard furnace. The customer had another company replace the transformer and the control as well as the thermostat. The rollout switch wires were jammed between the vent pipe and burner box.
