The clause limits the number of reps, not the number of constituents (upper bound anyway)

For the record I agree that the house should be expanded, which would rebalance the EC as well. But having less than 1 per 30,000 is constitutional per the section we are discussing, it only forbids more than that number.

I favor a modified Wyoming rule: 3 per state minimum, scaled proportionally.

The enumeration is the redrawing of congressional districts. You could argue the mid decade redistricting is unconstitutional though.

You should reread that clause.
