I can only think of removing the "Pre-existing conditions" clause from all medicare insurance policies ... mind you, this clause is so horrible, that the removal of it cannot really be considered a progressive action ... so in essence, Obama did nothing for 8 years ...

My numbers came straight out of google, but I hope you are right. It seems difficult to determine but whatever it takes to get people off gas, I suppose.

I'll take your word for it. If 95% electric your own personal usage, then you should be congratulated ... but the rest of them are estimated differently : { Plug-in Hybrids (PHEVs): Studies show private PHEVs operate in electric mode roughly 26–54% of the time, with the remainder on gasoline.
