MLB needs more revenue sharing to balance out the market size gap. Then it requires recipient teams to spend some portion or all of the money from revenue sharing and luxury tax. The league will cut the sharing next year or give it back if they fail to do so. It will work as salary floor.

Now RoY needs to be less controversial than picking only one rookie from pitchers and batters as it rewards PPI pick and thus has a decent impact to a player recruitment. It is no longer just a prize for a young man.
