The picture of rough sleeping is changing too.

In 2011/12, 71% of people seen sleeping rough in London were white - now a majority (53%) are from minoritised backgrounds.

27% of rough sleepers in the capital are Black- up from 15% 5 years ago.

More than 13,000 people were seen sleeping rough on the streets of London in 2024/25 - the highest on record.

This is almost 4x higher than 15 years ago, in 2008/2009, and a 10% increase in just 12 months.

Across London as a whole, a majority of boroughs (20 out of 32) have significantly higher levels of poverty than the England average.

Only two have lower - Bromley and Richmond.

Lower levels of poverty are more often in London's outer boroughs - particularly in the Southern edges of the city.

3/ The key drivers - housing & childcare

Lots of things are more expensive in London - but housing & childcare especially.

A couple w/ children living in Inner London needs £370 more p/w to cover rent, and £260 more in Outer London, compared to the same family in the rest of Urban UK.

2/ A growing gap

For almost every group, the gap between the income needed in London and the rest of the UK has grown in the last 10 years.

In this time the amount needed for a decent standard of living has increased dramatically.

1/ The additional costs of living in London

Londoners need to earn significantly more to reach a decent standard of living.

The difference is largest for single, working-age adults, who need 70% more in Inner London for a decent standard of living than in the rest of urban UK.

Nearly a million (950,000) Londoners living in the private rented sector are in poverty.

This is one of the biggest changes we’ve seen in London in the last two decades – the number of private renters in poverty has more than doubled in London, from 430,000 in 2004/05.

Poverty rates vary significantly across different ethnic groups.

Bangladeshi Londoners are by far the most likely group to be in poverty (62%)

White Londoners are the least likely to be in poverty, with a poverty rate of 18%.

Households in London with a disabled family member have a poverty rate of 31%, more than households without a disabled family member (24%)

Poverty doesn’t affect everyone equally. Some groups in London are significantly more likely to be in poverty than others....

Children are the most likely age group to be in poverty. More than one in three children in London are growing up in poverty.

26% of Londoners are living in poverty. That's around 2.3 million people - including 700,000 children.

And this means that London once again has the highest poverty rate in England.

4/ A huge drop in social housing tenants

The proportion of households in the gentrified areas living in social rented housing dropped by 5% - significantly more than in the rest of London.

At the same time, the % living in private rented accommodation increased more than in the rest of London.
