Afaik also, Rishonim. Interestingly there's a Rivash (96) where he separates out Shavuot and matan Torah but reads the mikra as implying the connection between Omer and matan Torah: י"ל שאין קפידא בזה שלא תלה הכתוב חג שבועות ביום מתן תורה אלא ביום חמשים לעומר

You're right, it's murky and the citations are weak. It seems like the exact weeks/days paradigm of today comes from 18th century Lurianic siddurim like the one mentioned in the thread. I made this sheet about attempts to read meaning into Sefirat haOmer: www.sefaria.org.il/sheets/64504...
