L'encadrement concerne des zones dites tendues, où l'offre était déjà bien insuffisante, davantage à cause du manque de place que du signal prix.

Rien n'empêche de construire des logements ailleurs, et en attendant les locataires qui sont par ailleurs utiles à l'économie locale peuvent habiter.

The issue of the left's control of the city (and this is the only area they actually control : not transportation nor tax policy for building more), is that they still obey the logic of metropolization, they prefer economic attractiveness to social justice, and I don't get what the author wants.

There are paradox in this diagnostic :

the city should be productive (so keep the buildings used for office) but they should build more housing.

Social housing exists, but it is to make the snob parisian feel good, maybe but there's still an impact, it's still a good policy

Many cities have become places of consomption rather than places of production, this is not so much the "new" left's theory of the city but rather a neoliberal one.

But the author is weirdly fixated on the left, sure they control Paris, but Grand Paris and the Île-de-France region is right wing.
