In 2023 Southborough Town Council (STC) requested Tunbridge Wells Borough Council (TWBC) to designate Southborough and High Brooms as a neighbourhood area; it shares its boundary with the civil parish of Southborough. A Steering Committee of town councillors and volunteers from the local community was set up to develop the Southborough and High Brooms Neighbourhood Development Plan.
