The Burn is one of the largest plot holes in Star Trek & very convenient to lock out other plot devices like the Q, Time Travel, & the Time Guardian Portal (ironically enough since that showed back up). Starfleet now knows what (Who) caused the Burn yet the writers will never reverse this

Personally in my opinion Discovery should have started off in the 32nd century to begin with. Free of the Past Treks & be able to grow from there. The issue was the executives wanted to play it safe by keeping the familiar via the 23rd century. They had taken the risk
