Mums aren't 'out of the workforce', they are out of payment. Their work responsibilities are so great, they cannot also sell their labour. How about we pay mums for their domestic labour when they have a child: they can either use it to pay life expenses, or pay for childcare and sell their labour?

When I say cars are public transport, I mean that they are ruinously expensive for the public purse. The state picks up the bill for road building, repairs and traffic violence. 'Private transport' implies that the driver is paying, the costs of driving, but of course, this is not true.

Yup. Cars are also public transport. Maybe a good way to go would be to implement speed limiters in all cars, more driving bans for offenders and charge traffic violence costs onto insurers: that might relieve congestion.
