When they did that for Micronesia, an island that only gets 1000 visitors a year. They had a welcome at the airport with traditional dancers.
They said you can find a lot of chamber commerce or tourist organizations on Facebook.

Some pilots we met in our travels said they contact the local chamber of commerce for small towns they visit in more obscure areas and tell them they are coming to visit as tourists. A lot of the time they get greetings and tours and find it a way to connect with locals.
