It’s one of the best games I’ve ever played. I can also recommend a 2001 PC game called Arcanum: of Steamworks and Magick Obscura. It heavily mirrors every aspect of the Genesis Shadowrun game except it’s steampunk instead of cyberpunk.

He never literally said anarchy is impossible. He was critical of Bakunin and his followers. It was the methodology of anarchists he took issue with. But the end state he endorsed was functionally identical to anarchism.
