You can do those tax increases and raise wages on government employees too. Lower taxes for gov employees and higher wages is nearly identical, except one of them complicates the tax code even further. (And what happens to employees of gov contractors?)

When the government taxes its own employees and it goes back to the same government, it isn't a punishment to the employees. If government employees weren't taxed, then the government would have less tax to spend, so either taxes elsewhere go up, more deficit, or gov salaries go down to ~post tax eq

Get people to switch. Become easier to contact over signal than WhatsApp, and the people closest to you will install it, even if only for you. Now they have it on their phone already for if someone they're less close to uses it
