In the Gundam movie production diaries I've been translating, the producers use "sakuga" specifically to refer to the drawing stages of animation - layouts, key animation, cleanup, and in-betweens. (That is, genga and doga.) That excludes not only backgrounds but also finishing work (inc. colors).

I think the Earth-faction designs were more popular, but after several rounds of tinkering with the story, it seems more effective to start with the Mars side. Let's see how things unfold...

Yep! I did a whole series of mecha designs for this thing, but I never got as far as drawing up the actual story.

Thank you! I originally did it a few years back, but I've made a couple of tweaks - including more delicate feets, and a proportionally bigger head because it's half the size I originally intended.

There's lots of new and updated content throughout the article, and I've painstakingly updated all the images for high-resolution display on phones and newer computers, so you should read the whole thing over again just in case. It's only 20,000+ words!
