this one is just flatly bad art direction at a broad level, despite them trying to preserve the creative spirit of the "What If?" concept they've done over the years

It's largely at the behest of director Genndy Tartakovsky. HHe wanted to push CG type animation to be capable of the kinds of things he liked seeing happen in traditional animation. It's gotta be somewhere between that and the broad trend of hyperactivity in animation at large.
