The person she describes would be eligible for free social care, housing benefit, and/or universal credit if they're out of work. They would likely also get free public transport or maybe even a motability vehicle. How is their life at risk?

But, in theory, a judge who is not affected by racial bias would then be guided to give more lenient sentences to ethnic minority defendants. It's well-intentioned but we have to draft law to apply to everyone fairly.
