Legislation is often written broadly or ambiguously on purpose, as it can't capture every instance or situation. Regulations fleshes out the statute, written by technical experts. Loper Bright entirely shifts this toward judges and threatens to upend thousands of previous court decisions.

As a student of public administration, I see this as a dramatic shift in power and dynamics and entirely upends the ability of public agencies to write regulations. Have agencies gone too far in some (many?) instances? Sure. But this takes a hammer to a problem that requires a more nuanced approach.

CD45 and California broadly are home to the largest Viet population outside of Vietnam but never had a VietAm representative in DC. If Tran wins, this would be a historical moment for this community.
