I can say as a former Navy ship driver, yes it's unfathomable. The whole program of using our Navy this way is warped and detestable. The command is under special forces, hopefully not the surface warfare guys. Utterly demoralizing to see the command give or take orders to shoot survivors at sea.

That is the correct answer to the question. Criminal (indirect) contempt for willfully disobeying a court order. First a hearing. Then the contempt finding with penalty of a small fine (up to $1000) and/or up to 6 months of imprisonment, depending on the seriousness of the consequences.

Short answer is yes. And many jurisdictions and tribunals have concurrent jurisdiction over prosecutorial misconduct.

I am a lawyer who has defended lawyers for 42 of my 45 years of practice. IMO this is a stunning display of willful prosecutorial misconduct. But let's wait for the full transcript because evidence of misconduct will probably get even worse.
