Sure there are. That's called every ISP operating in the USA, and various surveillance agencies. thats why vpns exist to fill a niche in a market that needs them.

most laypeople won't be able to figure out pfsense. i think even "techy" people resort to checking out stuff like firewalla

what's the motive tho? most vpns operate on subscription fees, and would go bankrupt if they violated user trust, and would be sued. free vpns are def honeypots tho.
