This is possibly my most Tory opinion but Colman's mustard is properly delicious. In the S-tier of global condiments. I would still prefer my supermarket had cumin though.

that a) the constitutional layout of a united Ireland had been agreed (unlikely) or b) that the proposal is for some kind of interim constitutional arrangements pending final agreement on constitutional form.

If it isn't just a question on the principle (which would be a kind of glorified opinion poll, see Art 47.2.1), then presumably it would be a referendum under Art 47.1, which would involve a concrete proposal for constitutional amendment, which would mean either ...

the question then becomes what the referendum is actually asking. Is it a simple question on the principle of unification? Does it specify what kind of state would result? Unitary, federal, unitary with devolution/autonomy etc?

I'd say that in theory you could make an argument that A3.1 doesn't formally require a referendum, and a general election on the issue would suffice (just as the 1918 election was a 'virtual' referendum on independence). However far safer and cleaner to have a referendum.
