I agree that the less driving in the City itself is perfectly valid in principle and anything to help lower pollution is something that should be encouraged. But this pay-per-mile plan would tax Londoners for driving in the suburbs. For me I just don't think that is right.

No one should be taxed to drive to see their friends.
