Here in the Netherlands it would be an online form, or if you're not able to fill out an online form then it would be going to the police station. We wouldn't use the emergency number. Not sure how that is done in other countries.

Yes, always. Even if a single report doesn't do anything, the more people report, the harder the reports get to ignore by the police.
