To add: this is (was) even more true for graduate recruiting. Those folks don’t have much to put on a CV. A good covering letter – demonstrating research of the role, interest and basic writing chops – was a chance to stand out from the crowd. Now any idiot can do it.

As a hiring manager I always read them. They used to be far more useful than the CV itself.
