2. The Green Book is HM Treasury's guidance on how to appraise policies, projects and programmes. Most people agree that we need a coherent framework for considering the benefits of government investments to inform decision-making and demonstrate value for money.

The most notable thing about the government announcement today of two pilot projects to work with Mayors / city regions to promote inward investment is the fact that this needs to be piloted as a specific initiative. Shouldn’t this be happening already?

16/16. Will Leeds & Bradford get a tram? Will the Humber get investment in big clean energy projects? Will the hourly, slow, uncomfortable rail service I was on when writing this between Leeds and Goldthorpe improve?

8. On other hand White Paper sends important signals about how culture of central gov needs to change. Many national depts & bodies will need to be much more responsive to CAs / SAs. The principle of Mayors having “first refusal” on new policy initiatives could be significant.

7. On how central government needs to change the White Paper is a mixed bag.
On one hand there is little structural change. Whitehall will remain in it’s departmental silos. A requirement for various bodies to work closely with CAs (positive), but this is hardly a radical re-wiring of the state.

5. 📈On business & innovation an opportunity has been lost I think to build on positive initiatives such as Innovation Accelerators, Investment Zones & Freeports. I don’t see huge intent in national policy to rebalance R&D. This is all quite meagre stuff and won’t move the dial.
