Plus the giant floor plates of office buildings mean long, narrow units to reach from elevator to the exterior walls for windows. Which can be fine for 1br and studios, but you won't get any 2-4 br units which are the affordable unit types we need most.

It's very expensive to convert, so even market rate usually needs subsidies to pencil and you'd get fewer affordable units/$ that way than building almost anything else almost anywhere else.

My ideal world would remove the I-394 spur into downtown, freeing up multiple blocks to combine with the current arena footprint. Then fitting an arena + "Wolves/Twins district"and housing into the giant dick-shaped combined parcel.

I did see an article somewhere speculating about the warehouses just NE of the market btwn Border and Royalston. If they assembled enough parcels you could have room for an arena + entertainment, next to a new light rail stop.

I think the City Center option is intriguing.
But the short answer to your Q is that whatever the future site is probably has a relatively tall (and recently empty) office building on it right now. Lots of ghost towers in the skyline that have lost >90% of their value

MPLS might not be quite as desperate as SP, but with empty office towers and dntwn property values cratering there'll be plenty of support at City hall for a new stadium package.
