That idea has a really terrible history. Blacks in the South were required to pass a test to vote, and not only was it unfair, it was impossible to pass.

Your wording is ambiguous. He is defying a court order by not feeding hungry Americans. If the court order said he couldn't feed them, and he was feeding them anyway, then he would also be "defying a court order to feed hungry Americans" as you say.
