The message people with visual disabilities receive when you don't use alt text is that you aren't interested in access and jobs for all.

But how would a blind or low vision person know that without alt text? Alt-text is bare minimum access.

My understanding is the approval process for most of these projects has different stages which take at minimum 2-3 years. 2 year part, is unchanged with prop 2-4, it would simply eliminate 45 days and take away local leaders ability to negotiate for investment in their local communities

For me it was buried in the letter amidst the boilerplate. Seemed to indicate they were dividing all requests into two different tracks based on complexity and for better or worse mine is complex so it will take longer.

I received the same letter today on one out of five of my requests. Was your request put in the simple or complex track?
