Chrome users could be migrated to an open source Chromium browser which forces them to pick their default search engine. Most would still choose Google, which would then provide Google with the revenue to continue investing in Chromium, but under a more open governance structure.

As an alternative, what if Chrome/Chromium was spun out as a new independent not-for-profit Chromium Foundation, funded by Google (by court order) plus the other browser vendors who build on top of Chromium?

There are few companies in the world with deep enough pockets to fund a project of this size, and I'm not convinced any of them would actually be a better home than Google.
