Tbh if they have told them to stop and they keep doing it then it’s them committing theft knowingly, I would go to police/landlord and tell them. And lock up your stuff in the meantime.

If they are your dishs it’s theft tbh, get a set of your own and tell them it’s only for your use and if they want some real dishs to buy some themselves.
