If I had to guess, Mary and Jesus, with the latter the root of Jesse. But I don’t remember Jesus needing much encouragement to ‘arise’.

I know what the words mean. « Flower from the root of Jesse rise up (or ascend) » or thereabouts. It’s not pure Latin though, or pure French. Not sure why it’s stamped onto a medallion.
