What was up with "The game is not over?" I only saw the highlight and remain very confused as to why a touchdown in the second half of an overtime period when the previous team scored a field goal would not end the game.

Why would expertise in law make someone an expert in knowing the law? Jus soli is not some arcane principle, it's the rule for most of the Western Hemisphere. He somehow figured out he had US citizenship and has more exposure to the law and legal reasoning than most people.
