His SGE status isn’t dispositive of his appointment type though it would help indicate the type (because almost all SGEs are term or temp appointees).

What’s important for the Richman issue is whether or not he was on a term or temp appointmemt, not a permanent one, and when that appointment would have automatically ended (unless extended). The USC or CFR citation for his appointment authority on his SF-50 and elsewhere would tell us that.

SGE status is related to the part time or intermittent schedule but you can be appointed on a permanent basis with an intermittent schedule so they’re not mutually exclusive (though most SGEs are temp appointees, hence the common misuse of the term).

Fed employees are appointed on either a temporary (up to one year), term (more than one year but no more than, generally,4 year) or permanent basis. Within any of those appt types, employee have a schedule. Most are full time (2,087 hours a year), but some part time or intermittent.

It might seem pedantic but SGE is an ethics designation, not an appointment type. Rather, Richman would have been on a temporary or term appointment.
