Trimming the wick and using a small piece of foil over the unburned area (to reflect some heat) works really well.

I have to believe she wants to remove him, but is exercising restraint. It may be she’s waiting to see if he is successfully pushed out by the citizens of NYC, before having to choose the nuclear option.
