Politically connected people, people familiar with US campaign finance laws, people who hired high-powered lobbyists, could perhaps get an opportunity to hand a bag of cash to the president.

Similarly! Similarly. Similarly. In the past, if you wanted to hand a big bag of cash to the US president, it would be hard. You couldn't just walk up to him and give him the bag. You would need to know the proper channels to go through; you would need some way in.
