That's called a notification chip in Android, and it's available if you are the promoted ongoing notification. Use setShortCriticalText() to set the content.

And, no, that mentioned settings were not the cause. So, it's just another sloppily maintained OS, after all.

Thank you, Patrick. For now I'm confident. If the trains from Angel to Moorgate work as planned, it should be just a short underground walk to Liverpool Street, and then hopping onto an Elisabeth line train. Just need the right one for Terminal 2. Anyways, it'll work. ...I hope 🤣
