Fully think this is just a grift on McGregor's part. You could be blue in the face telling people the President's powers are quite limited and he must know he can't even run, but it *sounds* important to racists who don't know that and are keen to throw money behind a scrappy underdog

Also, he doesn't have that power to make that unilateral decision. That's why his threats of federal funding freezes were halted in court. This is pre-emptive capitulation with no sign of resistance.
