I don't ever recall seeing someone on a train wearing a balaclava and I've been using trains since the 1960s. More likely she drives her son
around in one of those humongous SUVs, than use rail services.

A far better idea would be that, if the directors of the Water Companies don't eliminate sewage discharge totally by, say, 2027 (i.e. within this parliament), Board members would be charged with endangering public safety under Health and Safety legislation.
That would focus their minds.
