There's an interview with Rosamund about the hat. She said they had a hat craftsman at a local shop in South Africa (where this was filmed) make them three hats and they picked this one. Sharon said she added the porcupine quill just to give it a little something extra.

I'm pretty sure this silly floppy hat is in the show as an hommage to Mat's iconic silly floppy hat acquired during this trip to the Aiel Waste in the books. Mat didn't accompany them in the show. There's a couple other book bits of his from this trip they give to her.

The worst. So disappointed.
