Desks and set dec cost money. Cardboard and paper is cheap.

Not necessarily. Films and tv still build elaborate sets but discussion regarding those tend go by the wayside in favor of Full Volume and green screen.

Sets and matte paintings in the old days often worked together to create some astonishing looking shots. IE:

Sure, the entire skyline with its blues really enhance the muted color palette of the set below the public transit line. It adds to the themes stated in the song (one of my favs from the film btw)

I work in film, I love the process, I love how it's made. Little Shop of Horrors was a giant set but was also composited with matte paintings to create the look. It's just cool.

I work in film. I wanted to point out how a lot of what people consider practical set work is a combination of practical elements and scenic trickery with talented painters we don't seem to have anymore. This stuff is genuinely cool.
