So if the person isn't able to be changed (which is true in most cases) then the other 2 need to be changed to eliminate the disability.

Yeah - needing glasses is a disability that's easily fixed. In OT we have a theory that says a disability is an interaction of the environment, the person, and their activity. tinyurl.com/yb2a36x8 So glasses is modification of the environment matching the person (low vision) and task (seeing).
