Does anybody know what has happened to admx.help? I noticed it was unavailable a few days ago, but still looks like it is down?

Do you know what Time Zone an Access Package lifecycle is processed in? is the start/end time calculated based on the user that created the policy or the user that submitted the request? What happens if the request is created through Graph API? @merill.net @nathanmcnulty.com
