Good clarification by a commenter.
Gene still isn't correct. The rule he cited was the excuse the crew used, but it, just like any other intentional grounding call, involves a judgment by the officials. The rule isn't that there can't be intentional grounding if the QB is hit while throwing and the hit causes the ball to go awry. Instead, the rule is that the crew has the right to determine whether the QB was actually throwing to an eligible receiver and would have gotten the ball there. That replay is crystal clear though (through the snow). Winston was randomly throwing it to avoid the sack. The nearest players to any pass he intended were all Steelers (or his linemen).

"Even though if contact isn't extremely significant, if the quarterback begins his throwing motion to a receiver or in some area and then is hit by a defensive player as that motion begins, where the football goes from that point on is irrelevant," Steratore said. . "Whether it gets back to the line of scrimmage, whether there's no receiver in the area or whatever the case may be."
