Hmmm... maybe that's where they get the claimed BCR of 1? $4 billion out meets $4 billion in! Thought these docs have revealed that even NZTA, who have been known to exaggerate the claimed benefits of roading projects, admit the BCR could be as low as 0.6 - approaching $2 out for every $1 in!
