Researchers in Laplace generally need to ask the director (Lucy) for fundings, but X seem to have contact with "Mr. Laplace" and "adult Mesmer" and regularly ask them to invest in his research.
But perhaps it's more a funding for Lorentz, since X seem to be their spokesperson.

Does this imply that X is the one who made Lucy's base mechanical body?
Lucy joined 8 years ago while X seemingly joined only around 2/3 years ago but Lucy said in the Livestream that she updated her body to make it easier to work with Laplace, so it is still possible he made the last update..

My main theory about Lorentz's goal is that they want to replace the original butterfly (which they consider as broken) with one of their own (X), to get the world back in a better "order", but they need to find the original butterfly first for this plan to work..

We know Lorentz sent some of their investigators to look into the Manus, and Manus fought with those investigators in the past.
It wouldn't be surprising if "moth" is one of those investigators, sending info they find to the foundation, the same way they sent research data to Laplace.

I am still not sure i understand this part even after watching it so many time.. but it really feel like X started the rain (the storm).. like the butterfly effect.
And X seemed to be nownere to be seen when the storm started in Vienna..
