Is the FBIs function political manipulation with bare minimum visible 'law enforcement' being how they justify funding?

The issue is that people who want cooperative synergy from systems feel like we're not supposed to have the threat of physical force behind every cooperative argument and action, but evolution requires it to prevent bad faith optionality/artificial weakness.
