I didn’t say every person or even most people in second-tier cities live there because of price pressures. But if 10% of your city is living there against their will, that’s a problem.

I think you have the causality backward. Lots of people live in the Atlantic Cities and Worcester Massachusettses of the world *because* NYC and Boston aren’t affordable.
